Edwards says that many believe that God only looks at the heart when making decisions about a person's state and welfare, but the Bible shows that He looks at both the inward principle and outward acts. This is especially true when He is punishing or rewarding someone, for it is the outward acts that bring forth and perfect the inner corruption, and it is the outward exercises of grace that are rewarded.

And it is these kinds of acts that have especially been regarded in the covenants that God has made with mankind. Thus it was in the first covenant. It was actually abstaining from the tree of knowledge that was the main thing in the express condition; and it was Adam's eating in the overt act that was chiefly that by which the covenant was broken, and the curse brought upon him, though there were many inward corrupt acts tending to it before. And so it is in the covenant of grace. 'Tis a coming to Christ, cleaving to him, and expressing a choice of him and trust in him, in act and practice, that is the thing chiefly looked at in the condition of this covenant.
